
It will drop over time, and you're better off just buying it from steam anyways - As it will get added to your library and not just your R* Social Club. Long story short, just wait if you're determined on getting it for $40. If retail, then the code should be in the box, or on the manual documents. If digitally, then you should receive e-mail containing the code and other information how to use it.

It's iffy, but it's all a matter of who the seller is and if they are actually giving working keys. Unless you're buying directly from them (Which is rare) - You're buying it from a user on their website who will "Give you a CD Key" after you pay them. The reason G2 gets a fraud wrap is mainly because it's a Key-Reselling website.

You need a CD-Key to install/run the game, simply buying a physical copy without a key won't allow you to play it.
